Come diceva Benjamin Graham, sul breve periodo il mercato è un meccanismo per votare, sul lungo periodo è un meccanismo per pesare ("in the short run, the market is a voting machine but in the long run, it is a weighing machine"). Sul breve periodo è insomma è irrazionale, mentre diventa razionale sul lungo periodo.
